Reading hyha unpointed tempts us to entertain the possibility of a Hifil. In any case, this is a mysterious and elusive answer, stressing God’s essence and eternity. It might be best to leave this phrase untranslated.

In a 3^rd h passive participle, the W is between the second root letter and the substitute for the third root letter.
